The Story

Rainwater harvesting is a powerful tool for climate change adaptation, especially as we face increasing pressures on aging water infrastructure, more frequent droughts, and heavier storms due to global warming. By capturing and storing rain onsite, these systems reduce reliance on energy-intensive municipal water supplies and lessen demand on overstressed aquifers and reservoirs many of which are drying up across the U.S., including in Virginia.

In Virginia, rising water costs and regulatory barriers once stood in the way of sustainable rainwater use. But one auto repair business challenged the system by building and operating a functional rainwater harvesting model for over a decade. Their efforts sparked dialogue with lawmakers and ultimately led to the passage of HB192, which directed the state to create rainwater regulations. In 2024, these regulations were finalized allowing the safe, legal use of harvested rainwater for both non-potable and potable purposes. This project not only addressed stormwater runoff and water access but also demonstrated how innovation at the local level can influence statewide environmental policy. The result is a replicable framework that empowers businesses, homeowners, and municipalities to harness the power of rain in ways that benefit the climate, economy, and public health.

Success Factor | Hero Moment

The defining moment of the project came when the Commonwealth of Virginia passed HB192 and finalized new regulations in 2024, officially legalizing the potable use of harvested rainwater. This victory followed years of persistent grassroots advocacy and policy engagement led by a small family-owned auto repair shop that became a statewide model for sustainable water use.
